The agreement was signed by His Excellency Director General of the Institute of Public Administration, Dr. Mushabab bin Ayedh Al-Qahtani, and by the Director General of the e-Government Program, Mr. Abdulaziz bin Abdulrahman Al-Shuaibi. The agreement was signed at the headquarters of the Institute of Public Administration, in the presence of a number of senior officials in the e-Government Program and the IPA. The Institute of Public Administration is the first government agency to sign a joint-cooperation with the e-Government Program (YESSER) outside the ICT sector.</div><div style="text-align:justify;"><span class="ms-rteElement-IPAContent"><br></span> </div><div style="text-align:justify;"><div class="ms-rteElement-IPA_Content">Dr. Mushabab stressed that this agreement comes within the framework of enforcing directives of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, May God Preserve him, toward the expansion of the application of e-government concepts and transactions. This service has great benefits to the national economy through cutting costs, improving performance and raising productivity.</div><div><span class="ms-rteElement-IPAContent"><br></span> </div><div class="ms-rteElement-IPA_Content">Dr. Mushabab explained that this agreement is based on the service delivery of e-government correspondence system and benefiting from the services provided by the correspondence platform developped by the e-Government Program (YESSER). During the meeting, bilateral relations between the Institute and the university were reviewed, and ways of cooperation in the areas of common interest were discussed. Their views on the most important obstacles facing administrative development and ways to address them will be broadly discussed in order to bring a balanced administrative development to the kingdom and help it develops the performance of government agencies and provides better life for citizens. Main themes were to be identified prior to extending an invitation to researchers and specialists to submit their research and working papers to the conference committees. The IPA, therefore, will make sure that the conference is a prestigious and well-organized one that goes in line with the international standards. The IPA builds on the extensive experience it has in the field of conference organization. It has already held a number of conferences, as well as local and international scientific meetings. The symposium will be held as scheduled on December 3, 2013 at Ibn Khaldoun Hall, Prince Salman Conferences Center at the IPA's Head Office in Riyadh, according to His Excellency, IPA Director General, Dr. Ahmed bin Abdullah Al Shoaibi. </p><p style="text-align:justify;">Dr. Al Shoaibi pointed out that the symposium aims to recognize the reality of administrative corruption in the Kingdom, in terms of the practices, implications, means of combating, and efforts to overcome corruption, in light of the ordinances of the Custodian of the Two Holy Mosques, HRH the Crown Prince and HRH the Second Deputy.</p><p style="text-align:justify;">Dr. Al Shoaibi stated that the symposium is meant to discuss two main themes: "The Reality of Administrative Corruption and Its Implications", and The Methods of Combating Administrative Corruption and Their Effectiveness". The first theme will discuss the following topics:</p><ul style="text-align:justify;"><li>The concept and implications of administrative corruption.</li><li>Public agencies' efficiency in combating administrative corruption. </li><li>Effectiveness of anti-corruption laws and regulations.</li><li>Obstacles against the application of laws and regulations of anti-administrative corruption.</li></ul><p style="text-align:justify;">The second theme will discuss the following topics:</p><ul style="text-align:justify;"><li>Public agencies' efforts and their effectiveness in combating administrative corruption.</li><li>Anti-corruption methods and how they are developed.</li><li>How anti-corruption agencies deal with administrative corruption.</li><li>The proposed strategy to coordinate the efforts of anti-corruption agencies.</li></ul><p style="text-align:justify;">Dr. Al Shoaibi pointed out that the symposium will discuss a field study conducted by the IPA staff as well as research papers submitted by a number of organizations including:</p><p style="text-align:justify;">Ministry of Interior, Ministry of Justice, Ministry of Finance, Ministry of Civil Service, Ministry of Culture and Information, Bureau of Grievances, General Auditing Bureau, National Anti-Corruption Commission, Control and Investigation Board, Bureau of Investigation and Prosecution, General Directorate of Investigation, Imam Muhammad Ibn Saud Islamic University, National Society for Human Rights, and Saafah Foundation.</p><p style="text-align:justify;">Invitations are sent to a considerable number of senior officials in both the public and private sectors, and to the members of the Shura Council, public institutions, scientific and professional societies, and interested academicians and anti-administrative corruption specialists, Dr. Al Shoeibi added. IPA Activities
The Institute of Public Administration provides a wide range of training programs including:

The Research Center undertakes the task of producing in-depth studies, analyzing and addressing administrative problems, and publishing recent administrative materials. Authoring books, conducting field studies, and translating distinguished academic materials are among the main activities of the Research Center. It also issues Public Administration Journal, a peer-reviewed periodical that publishes authentic studies in the fields of public administration as well as other related sciences.
The consulting activity is one of the main services the IPA has provided since its establishment in 1380H. It provides this service to help beneficiaries realize their objectives.
Building an integrated set of official Saudi documents relevant to administrative and organizational sciences. Beneficiaries, officials in various government agencies, and researchers can get an easy access to various administrative documents and can get connected to more than 65 government agency through NAMA the online government documents base.
